He has attended basic and advanced handler courses certified by California P.O.S.T.
Ron has worked assignments in Patrol, investigations, narcotics, and the Tactical Patrol Unit. He has also served as a Public Information Officer. Lt. Cloward holds a Basic P.O.S.T. certificate, Intermediate P.O.S.T. certificate, Advanced P.O.S.T. certificate, Supervisor P.O.S.T. certificate, and Management P.O.S.T. certificate. He has received P.O.S.T. certificates for Executive Development and the Role of a Police Chief.
In Lt. Cloward’s K-9 career he has become well known as a K-9 training expert and is extremely respected in the K-9 industry. He has written numerous articles for Police K9 Magazine and K-9 Cop magazine. He is also a sought after speaker and instructor at K9 conferences and seminars all over the US. Lt. Cloward is also the President of the Western States Police Canine Association.
Lt. Cloward has made considerable contributions to the K-9 industry over the last 25 years. He is going to continue that legacy by becoming the full time Director of Law Enforcement Services for VCSi. In this roll Lt. Cloward will be helping law enforcement agencies all over the nation optimize their K-9 units. With the his vast K-9 experience Lt. Cloward can help design a K-9 program that will meet the specific needs of any law enforcement agency regardless of size. The vehicle for which he will be using to accomplish this is VCSi’s Law Enforcement Program (LEP) for K-9 services. This program was designed not only to provide the most up-to-date K-9 training but also to address the budget issues that most departments are facing. With this program departments can purchase police K-9’s at a discounted prices and receive monthly K-9 training on site at their department eliminating travel cost from the department budget. The average savings for a department that allows Lt. Cloward to design their K-9 program is $9,000 per year per K-9 in the unit. This could mean huge savings for many departments around the nation.
“I have been waiting for this day to come for over a year now”, stated Buck Dikes, VCSi’s CEO. “I am very proud of Ron’s accomplishments and his many years of service to the citizen’s of Modesto”. “With Ron’s retirement, he can now focus full time on the needs of VCSi and our national approach to building the law enforcement K9 program”. “I am looking forward to the next 12 months working with Ron and the VCSi management team as we implement our program in all 50 states
